Unlike https://STARvoting.org or Approval's simultaneous sums, IRV counts only the first-choice vote. So, even if 70% of people are united against the anti-bike-lanes candidate, IRV won't cut them from the running if the majority is split between candidates, who will be haphazardly eliminated, ballots "exhausted".
